REGISTRATION OF BIRTHS OUTSIDE SRI LANKA

CRITERIA
-
The birth of the child should have taken place in UK or Ireland.

The father or mother of the child should be a citizen of Sri Lanka at the time of the child's birth.

The father or mother of the child (who is a Sri Lankan) can apply for the registration of the birth.
All incomplete applications will be returned and payment will not be refunded.
THE APPLICATION FORM(S)
* For applications submitted after 1 year of birth 3 sets of original applications (a - f) should be submitted.
* For applications submitted within one year of birth 2 sets of original applications (a - f) should be submitted.

Prescribed form "Citizenship –1" Registration of Birth outside Sri Lanka.

Prescribed form "B4" (if the application is submitted within 3 months of the child's birth).

Prescribed form "B6" (if the application is submitted after 3 months of the child's birth).
(Forms "B4"/"B6" and "Citizenship - 1" to be completed and signed by one and the same parent. Two signatures are required on the reverse of Form "B4"/"B6", one over
the "informant" and the other across the cage – no stamp is needed. Do not sign the declaration appearing soon after clause 10 of B6, as this has to be completed by the High Commission Official only.

Declaration of Sri Lankan parent/s of a child born outside Sri Lanka.

If the child's birth was not registered within one year of the birth, a letter signed by both parents, giving reasons as to why it was not registered within the
first year of birth.

Document titled "Affidavit relating to Paternity and Declaration of Citizenship", if parents were not legally married at the time of child's birth.
DOCUMENTS TO BE SUBMITTED WITH EACH APPLICATION
The following ORIGINAL documents should be submitted for verification and will be returned after perusal.
Two /Three photocopies of all the all the originals must be submitted with the applications.

Birth Certificate of the child (where the names of both parents appear) issued by the Competent Authority in the U.K. or Ireland where the child was born.

Marriage Certificate (not translations) of the parents.

Birth Certificates (not translations) of parents.

Valid passports of both parents with

c. current visa page

If the parents have indefinite visa (permanent residence) in the UK, they are required to submit a letter from the Immigration & Nationality Directorate of the Home
Office, Liverpool to confirm that the parents are not naturalised as British Citizens. Specimen form to request the confirmation letter from the Home Office, Liverpool is attached. If both father & mother are naturalised at the time of the child’s birth, the registration is not
possible.

Dual citizens should submit the dual citizenship certificate and Naturalisation certificates.
Any other documents that may be required.
NOTE: PLEASE NOTE
THAT YOU NEED TO SUBMIT TWO/THREE PHOTOCOPIES OF ALL THE ORIGINAL
DOCUMENTS ALONG WITH THE APPLICATIONS.
FOR AN ENDORSEMENT IN A PARENT'S PASSPORT (IF 'M' SERIES PASSPORTS)
Inclusion of children in the passport could be done simultaneously with the Registration of Birth of the child at the High Commission.
APPLICATION FORM
Prescribed form IM 35 "C" signed by the applicant (father or mother holding 'M' series passport) with three colour photographs of the child (2.5 cm x 3.0 cm)

Two of which (photographs) to be affixed to the form. The verification photograph should be attested by a Solicitor or a General Practitioner on the face of the
photograph.

The third photograph to be attested on the reverse and attached to the top left hand corner of the application.
DOCUMENTS REQUIRED

Copy of child's Birth Certificate (UK or Ireland).

A letter signed by the father giving his consent for the inclusion of the name of the child in mother's passport or vice versa if it is to be included in the father's
passport (specimen attached).

The child must be below 16 years of age at the time of application.

Copies of parents passports (photo page).
Endorsement of child's name in mother's or father's passport would take one (1) day.
FOR A NON-MACHINE READABLE PASSPORT (NMRP) FOR THE CHILD (IF PARENTS HOLD 'N' SERIES PASSPORTS
A NMRP will be issued by the High Commission, if the parents are holding 'N' series passports. One of the parents or (the Sri Lankan parent) can sign the application form on behalf of the child.
A Temporary Travel
document (NON-MACHINE READABLE PASSPORT - NMRP)
valid for only 02 years from the date of issue. After the parents receive
the Citizenship Certificate & the Birth Certificate of the child they
should have to apply for the proper passport.
All certifications /attestations should be done by a Solicitor or General Practitioner. Attester's official frank or seal must be placed below the signature.
The NMRP will be issued within 14 working days.
APPLICATION FORM
Four (4) identical colour photographs of size 3.5cm x 4.5cm, with direct face (both ears must be visible) and in a light coloured background without the outer border should be submitted. Three of which are to be affixed to the forms IM35
(one photo) and IM 35 B (two photos). The fourth photograph to be certified by the attester on the reverse and attached to the application.

Complete all cages from 1-20. Place the signature of the applicant below and affix one photograph on the top right hand corner of the application. One other photograph, certified overleaf by the attester with his signature and seal should be attached to the first page of the
application.

Declaration of the applicant (page 2)
The declaration should be signed by the mother or father of the child (Sri Lankan parent) and attested by a Solicitor or General Practitioner.

Photo/Signature Card (IM35 B)

The two remaining photographs should be affixed within the borders of the 2 cages. (Do not staple or pin)

The signature of the applicant in this case the parent should be placed well within the 2 cages
-
This form should be attested by the same person who has signed the declaration of the applicant.

The Attester's signature and seal should be placed over the "Verification Photograph" as well as below the declaration.
DOCUMENTS REQUIRED FOR NMRP

Child's Birth Certificate (British/Irish) with one photocopy.

Parents Marriage Certificate.

A letter signed by both parents giving their consent to issue a separate travel document (NMRP) for the child. (specimen attached).

Copies of parents passports (photo page).
It takes a period of
14 working days to issue a NMPR.
FEES
For registration of birth and citizenship within one year and to issue the Birth Certificate - £ 43.00
Surcharge per year for non registration - £ 4.50
Postage (for the Birth Certificate to be posted to any UK address) - £. 2.00
Postage (for the Birth Certificate to be posted to an Irish address) - £ 6.00
To endorse the child’s name in the passport of a parent (M series only) - £.

To issue a NMRP (where parents hold ‘N’ series passports) - £ 35.00
For returning parents' passports and other original documents to a UK address, please provide a self-addressed prepaid recorded/special delivery cover to the correct weight or £ 6/- by a bank draft in respect of applications sent from Ireland.
PAYMENT SHOULD BE MADE BY CASH OR POSTAL ORDERS ONLY (IN CASE OF IRELAND BY BANK DRAFT) DRAWN IN FAVOUR OF "Sri Lanka High Commission-London".
OTHER INFORMATION

This High Commission will issue the Birth Certificate under the Consular Function Act within a period of three months from the date of registration. This certificate
will be sent via post to the applicants address provided in the application form. Any change of address should be informed to this mission in writing quoting the receipt number, date, child’s full name and date of birth.

Certificate of Registration under the Citizenship Act (Citizenship Certificate) is issued by the Citizenship Division of the Department of Immigration & Emigration,
Colombo. The parents will be notified in writing once it is received as this has to be collected personally from this High Commission.

Parents can apply for a separate Sri Lankan passport issued by the Immigration Department for the child after receiving the Birth Certificate and the Citizenship
Certificate. Until then, parents can either apply to endorse a child's name in a parent's passport ('M' series passport only) or a Non-Machine Readable Passport (NMRP), issued by this High Commission.
SUBMISSION OF FORGED BIRTH CERTIFICATES OR ANY OTHER DOCUMENTS AND MAKING FALSE DECLARATIONS RELATING TO THE CITIZENSHIP STATUS IS AN OFFENCE. SUCH CASES WILL BE
REPORTED TO RELEVANT AUTHORITIES AND PAYMENTS WILL NOT BE REFUNDED.
